Diogenes 2025 Announcement
Announcement of the International Online Short Film Festival “Diogenes 2025” (Tbilisi – Odesa – Tallinn – Haifa)
Slogan: “New Horizons, Creative Boldness, and Innovation”
The International Online Short Film Festival “Diogenes 2025” will unfold across four seasons:
1. “Diogenes Odesa”
2. “Diogenes Tbilisi”
3. “Diogenes Tallinn”
4. “Diogenes Haifa”
Conditions:
1. “Diogenes Odesa,” “Diogenes Tbilisi,” “Diogenes Tallinn”, and “Diogenes Haifa” will operate under a unified organizational platform spanning Ukraine, Georgia, Estonia, and Israel. Applications for film submissions will open on January 15.
2. Films submitted for the competition in “Diogenes 2025” will automatically be reviewed by independent selection committees for the festival’s summer, autumn, and winter seasons.
3. The International Online Short Film Festival “Diogenes 2025” will conclude by December 25, 2025.
4. Each of the festivals (“Diogenes Odesa,” “Diogenes Tbilisi,” “Diogenes Tallinn,” and “Diogenes Haifa”) will have three independent juries:
- Main jury
- Student jury
Members of the juries will not overlap among the events.
5. Submission Deadlines:
- “Diogenes Odesa”: May 15, 2025
- “Diogenes Tbilisi”: August 15, 2025
- “Diogenes Tallinn”: October 15, 2025
- “Diogenes Haifa”: November 15, 2025
6. Main Festival Dates:
- “Diogenes Odesa”: June 15–30, 2025
- “Diogenes Tbilisi”: September 15 – October 15, 2025
- “Diogenes Tallinn”: November 1–30, 2025
- “Diogenes Haifa”: December 1–20, 2025
7. In the event of force majeure, festival dates may be adjusted by the organizers, with updates promptly communicated to participants.

A. Main Awards:
- Best Film Award (Main Jury)
- Best Film Award (Student Jury)
B. Honorable Mentions by the Main Jury:
1. Best Fiction Film
2. Best Documentary Film
3. Best Animated Film
4. Best Experimental Film
C. Honorable Mentions by the Student Jury:
1. Best Fiction Film
2. Best Documentary Film
3. Best Animated/Musical Film
4. Best Experimental Film
D. Certificates of Recognition:
- Four certificates from the Main Jury (Fiction, Documentary, Animation/Musical, Experimental)
- Four certificates from the Student Jury (same categories)
Note: The jury reserves the right not to award in a category if no film meets the standards of excellence.
Additional Activities:
The festival will host masterclasses to promote creative learning and skill development.
Film Submission Requirements:
1. Eligible films must be produced in 2024 or later.
2. Film duration (including credits) must not exceed 21 minutes.
3. Accepted genres: Fiction, Documentary, Animated, Musical (non-music videos), and Experimental films.
4. Innovative formats, such as vertical cinema, and films with bold, meaningful creativity are highly encouraged.
5. Each filmmaker can submit up to two films.
6. Registration fee per film: $10 USD.
Ethical Stance:
The festival opposes content promoting:
- Violence
- War propaganda
- Revenge or extremism
- Incitement of national or religious hatred
- Violations of human rights
- Social, ethnic, or gender inequality
Such films will not be considered.
The festival advocates for the immediate withdrawal of occupation troops from all occupied territories.
